How to write a letter to immigration explaining the situation with my friend's parents?

My friend parents are here in NY from D.R. and immigration wants proof that they are divorced, but her parents were never married. They just lived together. Her parents broke up and they decided not to live together. Her father married someone else, but his wife is still in D.R. How can my friend start off a letter explaining this situation to immigration about her parents since they were never married.
